Project Officer Monitoring & Evaluation (South Sudan)

PAX is looking for a new

(36 hours per week)

In Africa, PAX is active in South Sudan, Sudan, the Democratic Republic of Congo (DRC), and in the Sahel region. PAX is looking to recruit an experienced Project Officer Monitoring & Evaluation (M&E) for its largest program in South Sudan, contributing to peace projects, together in a dynamic national team. The PAX South Sudan team comprises of 8 Juba-based staff and 3 Utrecht-based staff and is headed by two senior management staff in Juba and one senior policy lead based in Utrecht, in collaboration with PAX Africa Team Lead and PAX thematic departments.

What will you do?

The Project Officer M&E ensures that monitoring & Evaluation becomes an integral element of project implementation leading to enhanced quality, accountability and management. We are looking for someone with enthusiasm, motivation, self-confidence and that proactively solves M&E related issues. The The Project Officer M&E reports to the Senior Project Officer and works together with the Project Officers and Project Lead located in the PAX headquarters in Utrecht, The Netherlands.

Main Tasks

  • Investigates, monitors, analyses and validates the execution of PAX’s work for the purpose of improving the design and adaptation of programs for effectiveness, efficiency, relevance and impact;
  • Formulates and evaluates policy principles for monitoring, evaluation and program quality of PAX;
  • Identifies and organizes pilots to strengthen PAX’s M&E and program quality;
  • Contributes to strategy development, Theories of Change and generic input for PAX program development;
  • Responsible for information and knowledge transfer regarding M&E and program quality through tools, methods, training, (policy) memos and manuals;
  • Advises management and program leaders in the area of monitoring, evaluation and program quality and their results;
  • Contributes to the strengthening of M&E and program quality of programs and projects;
  • Ensures quality control for all finalized reports;
  • Ensures compliance of both partner and internal PAX reports.

Who are we looking for?

  • Minimum of a Bachelor’s degree in the field of Statistics, Sociology or Development studies;
  • Strong M&E background and familiarity with project (M&E) frameworks and cycles;
  • Extensive knowledge of data analysis with statistical packages;
  • Substantive knowledge of relevant themes such as conflict studies, international law, international relations and/or development studies and knows how to do these at a high-level combine/synthesize;
  • Knowledge and proven experience in the field of program design, monitoring, evaluation in the context of an international NGO;
  • Team building-skills;
  • Excellent knowledge of the English language, spoken and written;
  • Affinity with PAX’s mission and values;
  • Eligible to work in South Sudan.
