In recent months Cyprus, together with the Government of Lebanon, has advocated for an EU-Lebanon migration deal. This policy note argues strongly against an EU-Lebanon migration deal with these objectives.

In recent months Cyprus, together with the Government of Lebanon, has advocated for an EU-Lebanon migration deal under which the EU would reportedly 1) Provide additional financial support to Lebanese security agencies to prevent people from trying to reach Cyprus’ shores; and/or 2) Declare (parts of) Syria as safe to return to and/or 3) Expand return assistance programming to “safe areas” inside Syria in order to incentivize refugee returns. This policy note argues strongly against an EU-Lebanon migration deal with these objectives.
