Europe is undergoing the most profound transformation of its security and defence policies in decades.
There is no doubt that Europe needs to be strong and able to protect its citizens, partners, and vital interests against evolving threats. However, there is a growing risk that European security becomes narrowly defined through deterrence, military capabilities and military-industrial expansion alone, while the broader foundations of a rules-based order, sustainable peace and security are neglected in terms of policy prioritization and funding.
To address those risks and ensure that the EU’s approach to security is truly comprehensive and compatible with its role as a peace actor, this policy brief describes three interconnected priorities that should guide all European policies in this area.
As a leading peace actor, the EU should use this opportunity to champion the highest standards in security and defence policies and to uphold its commitment to human security, conflict sensitivity, arms control, humanitarian disarmament, democratic oversight and accountability.
